Ben S. Malayang III is an academic scholar and practitioner in environmental policy and governance, with distinguished expertise spanning environmental science, marine and fisheries governance, forest policy, biodiversity, and environmental security. His work bridges research, policy, and practice, with a strong focus on the institutional and political dimensions of environmental governance, including science diplomacy, the blue economy, and the role of environmental policy in development and national security contexts .
Dr. Malayang has held key leadership positions in both government and academia. He served as Undersecretary at the Department of Environment and Natural Resources, where he led research and field operations, and later became President of Silliman University from 2006 to 2018. He also served as Dean of the School of Environmental Science and Management at the University of the Philippines Los BaƱos, contributing significantly to environmental education and policy development.
In addition to his leadership roles, Dr. Malayang has been actively engaged in international development and consulting work. He has served as Chief of Party for the USAID EcoGov Project, Team Leader for UNDP-supported initiatives, and advisor for various biodiversity, coastal resource management, and environmental governance programs. His affiliations include senior and advisory roles in institutions such as the Development Academy of the Philippines, World Bank advisory groups, and national policy bodies.
A respected academic, Dr. Malayang is Professor Emeritus at Silliman University and continues to teach and mentor in environmental diplomacy, governance, and policy. His extensive body of work includes publications on environmental governance, fisheries policy, and ecological systems, reflecting his commitment to advancing knowledge and sustainable development.
